GENERAL LEGISLATIVE OVERVIEW


In the spring of 2002, in response to a then current proposal for a wide-ranging "reform" of California's grand jury law, the CGJA published its comments on the reform proposal. The comments included numerous suggestions as to the wisdom of certain of the proposals and CGJA's proposed alternative legislative changes which would better serve California's grand juries. In the aggregate these comments constitute CGJA's general and specific positions regarding grand jury legislation. Two bills hostile to the California grand juries' civil functions were introduced in the 2003-2004 legislative session. Both were opposed by CGJA. One (SB 307) intended as a reform bill, was withdrawn by the author. The other (AB 312) would have removed features of grand juries' confidentiality and was defeated in committee.
